Government Code section 11017.6 requires that state agencies submit to OAL their projections of rulemaking activities for the upcoming year. OAL publishes these projections in its annual Rulemaking Calendar.
The California Code of Regulations (CCR) is a subject arrangement of all the regulations promulgated by state agencies in California. Though published by Barclay’s Publishing, the Office of Administrative Law is responsible for the content and format of the Code of Regulations. The Office of Administrative Law makes CCR freely available on its website at https://oal.ca.gov/publications/ccr/
Title 24 of the CCR contains the California Building Codes and is published separately; it is also located on the plaza level at KFC36.C3.
CCR is also available on Westlaw and Lexis.
The California Regulatory Notice Register is often referred to as the “Z Register” and contains notice pertaining to state agency proposed regulatory actions. It includes an informative digest of the proposed rulemaking action and information regarding public comments and access to the actual text of any new rules. The Register is published weekly, but does not include an indexing system for search and retrieval. The Office of Administrative Law maintains the full text of the Registers from 2018 at California Regulatory Register Online.
